Why restore public representation to the Missouri Clean Water Commission? In 2016, HB 1713 was amended to add language that reduced the number of members representing the public on the Clean Water Commission. The original purpose of the bill was to require the Missouri DNR to provide information about wastewater technologies to systems needing to upgrade their lagoon system. An amendment was added regarding the make-up of the Clean Water Commission, but this amendment did not receive a public hearing. HB 1713 was passed by the state legislature, but was vetoed by Governor Nixon (read the Governor's veto letter which states the amendment did not have a public hearing and that HB 1713 "would allow the commission to operate with no public members"). In September 2016, the state legislature overrode Governor Nixon's veto, and HB 1713 was passed over the veto.
