2025 Missouri Legislative Watchlist
Stream Teams United’s Legislative Watchlist includes bills that may be of interest to the Missouri Stream Team Community, due to the relevance of the bill to state water resources, aquatic life, or other natural resources within the state. Some bills on this list may have a positive impact on state water resources, while other bills may have a potential negative impact to our natural resources. Our watchlist provides an opportunity for Missouri Stream Teams and other interested citizens to become informed about the bills that may affect water and natural resources in the state. When a bill of particular interest has a public hearing or progresses through the legislature for voting, we will attempt to provide “Issue Alerts” to the Stream Team Community. How a Bill Becomes a Law
- Introduction – introduced by members
- First and Second Readings – number and title read
- Assigned to Committee – votes and makes recommendations
- Public Hearing – presented to public, opponents and proponents speak
- Committee Executive Session – votes and makes recommendations
- Perfection of a Bill – debated on floor and make amendments
- Third Reading and Final Passage – debated on floor, no amendments, vote to pass
- Signing by the Governor – the governor can sign, veto, not sign or veto line-items
- Effective Date of Laws – enacted 90 days after the end of session

The Missouri General Assembly is bicameral, composed of both a 34-member state Senate and a 163-member state House of Representatives.
Of the Senate’s 34 total seats, Republicans currently hold the majority with 24 seats to the Democrats with 10 seats. The Senate President is Caleb Rowden (R), the Majority Leader is Cindy O'Laughlin (R), and the Minority Leader is John Rizzo (D). Missouri senators may serve up to two four-year terms.
Of the House’s 163 total seats, Republicans currently hold the majority with 111 seats to Democrats with 51 seats. There is currently one vacancy. The House Speaker is Dean Plocher (R), the Majority Leader is Jonathan Patterson (R), and the Minority Leader is Crystal Quade (D). Missouri Representatives may serve up to four two-year terms.
Together with Republican governor Mike Parson, the House and Senate majorities form a current Republican government trifecta for the state of Missouri.
